Piaggio NRG Power

Hello i have a piaggio nrg power and am having some trouble. I have a fuel tank that works of vacuum and have two tubes that come of from it one being fuel line and the other being vacuum i think that these tubes both go to the carb. however i have one nozzle which is part of the crankcase near the reed and have no clue what is its purpose

The vacuum hose does go to that spigot on inlet manifold

okay thanks im guessing thats the black tube from the tank if so what goes on top of the carb as i have two nozzles on that

the vacuum for the fuel tank was connected to this but i have two nozzles on my carb so im unsure what they are i know one would be fuel inlet but what would the other be

I have managed to connect everything on the carb up and everything i have gone to start the bike and when i do the oil light lights up. Now i know i have enough oil (as just topped it up) and have replaced the oil pump (with one i know is working) how can i tell if oil is in the carb or is there something different my problem
